CEDRO authorises copying and use of the works in its repertoire under licence. Licences are granted through the mandate of authors and publishers affiliated to CEDRO, as well as through the mandate of members of those foreign RRO’s that CEDRO has bilateral agreements with, these licences can be general or specific.
CEDRO grants licences under certain conditions and restrictions against payment of fees. Licence fees are based on a general rates table that CEDRO submits annually to the Ministry of Culture.
Current legislation establishes as a general principle that a copyrighted work cannot be copied without the prior authority of the author, except in certain instances provided in law (restrictions on copyright).
As a general rule, a CEDRO licence is required when copies are made in an establishment that engages in making copies for the public or that makes copying equipment and materials publicly available. A licence is also needed when a copy is for collective use or distributed at a price.
The institutions and businesses to which CEDRO licences apply include:
- copy shops,
- universities,
- schools,
- music schools,
- libraries,
- companies,
- documentation centres,
